                         suas caracter{\'{\i}}sticas de necessidade da 
                         execu{\c{c}}{\~a}o de grandes obras civis e servi{\c{c}}os de 
                         instala{\c{c}}{\~a}o, {\'e} um processo que apresenta grandes 
                         desafios de ordem t{\'e}cnica e administrativa. O objetivo deste 
                         trabalho {\'e} criar uma abordagem de implanta{\c{c}}{\~a}o de 
                         projetos de grandes infraestruturas para o setor espacial 
                         utilizando de forma customizada os conceitos de engenharia de 
                         sistemas. Estes conceitos, embora frequentemente utilizados em 
                         projetos de desenvolvimento de sistemas espaciais, s{\~a}o 
                         aplicados de forma marginal em projetos de implanta{\c{c}}{\~a}o 
                         de grandes infraestruturas para o setor. A abordagem desenvolvida 
                         neste trabalho visa {\`a} melhoria do planejamento, 
                         execu{\c{c}}{\~a}o e gest{\~a}o dos processos relacionados ao 
                         ciclo de vida de grandes infraestruturas de sistemas espaciais a 
                         serem implantadas para o desenvolvimento de atividades no setor 
                         espacial brasileiro e em outros setores de tecnologia com 
                         caracter{\'{\i}}sticas semelhantes. Os aspectos de 
                         implanta{\c{c}}{\~a}o de equipamentos operacionais e 
                         opera{\c{c}}{\~a}o funcional da infraestrutura n{\~a}o 
                         ser{\~a}o desenvolvidos nesta abordagem. ABSTRACT: For assembly, 
                         integration \& testing, launching into space, development and 
                         operation of system applications in the space segment, it is 
                         necessary to implement large-scale infrastructures to install and 
                         operate the essential equipment for each activity. The 
                         implementation of this type of infrastructure, mandatory for the 
                         execution of large civil works and installation services, is a 
                         process that presents great technical and administrative 
                         challenges.The objective of this work is to create an approach for 
                         the implementation of large infrastructure projects for the space 
                         sector, using the systems engineering concepts. These concepts, 
                         although frequently used in development of space system projects, 
                         are marginally applied in infrastructure implementation projects 
                         for the sector. The approach developed in this work aims to 
                         improve the planning, execution and management of the processes 
                         related to the life cycle of infrastructures to be implemented by 
                         INPE for the development of activities in the space sector and can 
                         be applied in other scientific institutes or technology sectors 
                         with similar characteristics. The implementation aspects of 
                         operational equipment and functional operation of the 
                         infrastructure will not be developed in this approach.",
